Towards a coherent implementation of the environmental dimension of the Sustainable Development Goals (UNEP)

The 2030 Agenda for Sustainable Development charts a new path of balance for humanity and the planet. The SDGs are integral to the functioning of the biosphere, which is vital for human livelihoods, well-being and resilience. A healthy environment is the precondition for achieving all the SDGs. Countries need to be well equipped in understanding the environmental dimensions of the goals and their linkages with other commitments. They also need to be able to translate this understanding into concrete measures to realize environmental objectives which in turn relies on accurate and reliable environmental data. In response to Resolution 2/5 of the second session of the United Nations Environment Assembly and expressions of interest from project countries, this project partnered with governments in Africa, Asia and Latin America to enact coherent and integrated implementation and monitoring of the environmental dimension of the SDGs. Each of the four project countries opted for an accelerated pathway or target to strengthen the environment in sustainable development, such as water, poverty and health. The partnership strengthened the capacity of national institutions to implement and monitor the environmental dimensions of the 2030 Agenda for Sustainable Development in a coherent and integrated manner. The project tested a tool that enabled the analysis and identification of the most important interactions among SDGs and related targets at the national and sub-national levels. The result of the analysis was presented in July 2018 in New York in a workshop at the margins of the UN’s High-Level Political Forum on Sustainable Development. Besides the testing and application of this tool, the project also launched guidelines on environmental responsibilities of municipalities. The environmental consequences of the socioeconomic impact of COVID-19 and changing trends were further analysed. The project also enabled enhancing environmental statistics, access to accurate information and knowledge, cross-sectoral collaboration and coordination both within and across institutions, as well as more inclusive mechanisms and reporting. This work improved countries’ environmental reporting through the National Voluntary Reviews. In addition, through its global mandate for monitoring the environment as a custodian agency for the 25 environment-related SDG indicators, UNEP promoted policy coherence for sustainable development indicator methodology 17.14.1 and a coherent delivery on the environmental dimension of all 17 SDGs.
