Brief Description

Air pollution has been a growing problem in Eastern Europe and the Caucasus as a result of increased energy production, industry growth and urban development, causing damages to health, the environment and the economy. Reducing air pollution and decoupling it from economic growth is therefore vital for sustainable development of these countries. As there are still significant gaps in air quality management, UNECE has supported countries in the region in accelerating clean air policies and gained broad experience in strengthening their capacities to implement the Convention on Long-range Transboundary Air Pollution and its protocols. Similarly, UNEP has supported countries in the region with awareness-raising activities, also in the framework of the International Day of Clean Air for blue skies. This project will further enhance countries’ capacity, resilience and subregional cooperation to accelerate clean air policies, in line with the Convention and its protocols.
Specifically, the project will:
• strengthen the capacity of national experts to estimate air pollution and its effects through emission inventory workshops, and workshops on critical loads and levels of pollution for ecosystems and human health;
• strengthen the capacity of national experts to close the gaps in their national air quality assessment and management system, in line with the standards and requirements set under the Convention by carrying out a gap analysis in the national air quality legislation;
• strengthen the implementation of the abatement measures under the Convention and its protocols, with a particular focus on the application of Best Available Techniques (BATs) for resilient and sustainable industrial growth by carrying out feasibility studies on the introduction of BATs in selected sectors, a subregional workshop, and a study tour on air quality assessment and management;
• raise awareness of air pollution levels, their effects and abatement measures among decision makers, industry and the wider public, through social media campaigns and the engagement of all five countries in the International Day of Clean Air for blue skies.
