Brief Description

Millions of jobs could be created as economies and societies decarbonize to limit global warming to 1.5°C above pre‑industrial levels and move towards a low carbon and circular economy. Green policy measures such as investments in clean and renewable energy, construction, sustainable agriculture, recycling, and waste management, have the potential to create an additional 8.4 million jobs for young people by 2030 (ILO, 2022).

However, with the global temperature already 1.2 degrees above pre-industrial levels, decarbonization is simply not happening at the speed and scale needed. Key barriers slowing the transition prove to be lack of policy coherence, low multi-stakeholder collaboration, slow private sector innovation and productivity, limited access to finance, and persistent skills gaps. The youth, which have most at stake in combating climate change, need to be at the center of the transition towards sustainable development and circularity, implementing youth-led initiatives and co-developing policies to build solid foundations for a better future for the future generations.

This project will contribute to the Green Jobs for Youth Pact objectives, a UN partnership between the International Labour Organization (ILO), the United Nations Environment Programme (UNEP), and the United Nations Children’s Fund (UNICEF) to support a just transition that boosts decent jobs for youth, sustainable development and circularity. The project will focus on three countries - Cuba, Senegal and Madagascar - supporting capacity and knowledge development amongst policymakers, employers’, and workers organizations as well as young leaders on green employment creation. Specifically, the intervention will address how green jobs contribute to address the triple planetary crisis, focusing on high impact sectors and bringing circular and low carbon approaches. This project will enhance national social dialogues, including youth consultations on green jobs policies, on skills development, greening enterprises, entrepreneurship, and just transition. The project will also support policy coherence and cooperation among relevant ministries to create a common understanding of the employment, education and environmental dimensions and their contributions to a just transition and the Sustainable Development Goals.

Objective and Expected Outcomes

Objective
To enhance capacities of governments to develop and implement just transition policies and initiatives supporting green job creation and skills development for youth, especially women, in selected countries in Africa and Latin America and the Caribbean

Strengthened knowledge and capacity of policymakers on green youth employment, to formulate and implement youth employment policies fostering green jobs for youth in high impact sectors
