Brief Description

The objective of the project is to increase governments’ capacity to make well informed decisions to pursue low-carbon growth and human development based on economy-wide models. The project responds to five MDGs (Goals 1, 2, 4, 5, and 7) as well as to the frameworks of the Rio+20 agendas and the likely contours of the Post-2015 UN Development Agenda. The project will build an economy-wide model integrating low-carbon-energy, macro-economic balances and human development and apply it to two selected countries and will be made available for application to other countries in subsequent independent projects. Recipient countries will receive training on data and modelling. Countries will be selected based on four criteria: a) expression of interest from the government; b) commitment to a low-carbon emissions strategy; c) availability of data; d) degree of engagement and collaboration of UNDP in the country.

Objective and Expected Outcomes

Objective
To increase capacities of developing countries to make well informed decisions to pursue low-carbon growth and human development based on economy-wide models
Expected Outcome 1
An economy-wide model adapted to coherently design and assess low-carbon emissions, macro-economic and human development models
Expected Outcome 2
Improved national capacities to integrate data and apply economy-wide modelling to assess trade-off and synergies for more coherent low-carbon growth, macro-economic and human development policies
Expected Outcome 3
Enhanced capacities of decision-makers in the two pilot countries to design policies towards more coherent low-carbon growth and human development, taking advantage of economy-wide modelling
