Brief Description

Climate change is expected to negatively affect the Arab Region. Particularly, it is likely to exacerbate water challenges and thus impact key sectors including agriculture, economic development, the environment, health, and human settlements. However, since the impact of climate change has not yet been fully assessed on a regional scale, Arab Governments have not yet been able to effectively coordinate and incorporate integrated strategies, policies, and programmes for climate change adaptation into their development plans. In response to this challenge, regional and specialized organizations of the United Nations and the League of Arab States are collaborating on a Regional Initiative for the Assessment of the Impact of Climate Change on Water Resource and Socio-Economic Vulnerability in the Arab Region (RICCAR). Launched in 2009, the initiative is providing a scientific basis for informing climate change adaptation at the regional and national levels through the application of an integrated assessment methodology that combines regional climate modelling, hydrological modelling, vulnerability assessment, and integrated mapping tools. This United Nations Development Account project will build on the RICCAR impact assessment and vulnerability assessment findings and propose practical integrated water resource management (IWRM) tools that Arab Governments can apply to directly respond to the impacts of climate change in the region. This will include the identification of best practices and the development of training modules for mainstreaming IWRM planning and implementation into climate change adaptation in five key sectors, namely agriculture, economic development, the environment, health and human settlements.Five workshops will be organized to test the training module prepared for each sector and contribute to the finalization of an IWRM training manual. This process will build the capacity of various ministries in Arab Governments for climate change adaptation by raising their understanding of the central role of the water sector in climate change adaptation, and engaging them in the process of identifying best practices and preparing the manual on IWRM tools. The final training manual will be released in Arabic and English at a high-level event and then be used to support training activities on climate change adaptation by the project partners and other regional stakeholders in the Arab Region.

Objective and Expected Outcomes

Objective
To develop the capacity of Arab Governments to respond to the effects of climate change on freshwater resources by applying integrated water resource management tools in key sectors
Expected Outcome 1
Increased understanding of government officials and regional stakeholders of the impact of climate change on water resources as it relates to key sectors, including agriculture, economy, environment, health and human settlements
Expected Outcome 2
Increased capacity of Arab Governments to incorporate IWRM tools into strategies, policies plans and programs related to key sectors that will be affected by climate change impacts on water resources
