Brief Description
Under Security Council Resolution 1325(2000) on Women, Peace and Security, member countries are obligated to draft national action plans to facilitate the implementation of the resolution in their respective countries and periodically report to the United Nations on progress achieved in implementation. To date only 34 countries worldwide have drafted national action plans on SCR 1325. ESCWA Centre for Women has been providing periodic capacity-building activities to member countries to assist them in drafting their action plans. Efforts to assist member countries and national women’s machineries to draft action plans will not bear fruit without the support of legislative authorities. Parliaments need to be involved in this process since the formulation of action plans by the Governments necessitates, in parallel, the amendment of specific discriminative legislation to protect women during times of conflict, the enactment of new laws to activate the action plan, such as affirmative action laws to increase women’s participation in decision-making positions in peace processes, and endorsement of the financial implications that the Governments have to bear once the action plan is adopted nationally. The project is a natural extension of ESCWA work on the formulation of national action plans for SCR 1325. It will be implemented in parallel to support those efforts in the legislative bodies. The project will focus on institutional and capacity building for Arab Parliaments for the implementation of SCR 1325. Regional instability, re-occurring conflicts and current popular up-risings; render the full implementation of SCR 1325 on Women, Peace and Security a priority for the Arab region. Therefore, the project will build the capacity of Arab parliaments, through the provision of targeted training and the establishment of a sustainable knowledge network among members of parliament in selected conflict stricken as well as countries in transition in the Arab region: Lebanon, Egypt, Palestine, Iraq, Yemen, Tunisia, and Libya. ESCWA in partnership with ECA, sub-regional office for North Africa and the Inter-Parliamentary Union will mobilize national parliaments to facilitate the organization of additional future workshops on SCR 1325, following the end of the project, to ensure that the trainees, members of parliament and parliament administrators can share the acquired knowledge with other legislators and parliament administrators, thereby producing the desired multiplier effect. Based on its mandate, follow up action and expert advice will be provided by the Inter-Parliamentary Union, as needed.
