Brief Description
The project’s objective is to strengthen the capacity of Latin American and Caribbean (LAC) national governments in their efforts to establish a path to low-carbon economic growth, through the design and implementation of public policies on energy efficiency, with particular attention to policies on innovation. It also includes the development of indicators and statistical databases to monitor the impact of alternative energy efficiency policies, their potential economic benefits, and the incorporation of technological innovations to improve the efficiency of energy use as countries move forwards towards low carbon economies. The project builds on previous collaboration between ECLAC and the Economic Commission for Europe (ECE) in the framework of the Global Energy Efficiency 21 project (GEE21). It intends to transfer to the Latin American and the Caribbean region the valuable experience of ECE countries on the following: capacity building for energy efficiency policy development, indicators to monitor trends in energy use, and financing mechanisms to promote energy efficiency improvements that raise economic productivity and diminish fossil fuel dependence therefore influencing the reduction of greenhouse gas emissions. Beneficiaries of the project’s outputs, namely publications, 5 training workshops, regional seminar/workshop, and regional network of energy efficiency practitioners include the following stakeholders: policy makers, energy sector authorities, government experts and technical staff, as well as private and public sector professionals in various disciplines concerned with improved energy use, incorporation of technical innovations in the energy sector, and reduction of fossil fuel dependence and CO2 emissions throughout the LAC region. In addition, the project will focus on technical assistance in at least 4 countries interested in the joint development of energy efficiency, statistical database indicators, as well as low carbon policy development.
