Brief Description

A growing demand from the countries in the Latin America and Caribbean (LAC), and Asia-Pacific (AP) regions for support in the strengthening of their national and environmental account systems has underlined the necessity for capacity building and regional strategies on this subject. Even though the current stages of development in the two regions differ, they show common factors that impede the consolidation of their systems. These similarities facilitate the potential for scale economies and multiplier effects in the two regions working jointly.This project intends to strengthen the accounting systems in the regions and,therefore, support sound public policies by providing policy makers with reliable figures, through the development and implementation of regional strategies for the improvement of the environmental and national accounts systems. These strategies should follow the guidelines and framework provided by the 2008 SNA and the SEEA2012. The strategy for the development of these plans is divided in four stages. In the first stage, the current situation in all participating countries will be assessed and, based on their needs, several clusters will be formed. This stage is called “Assessment”.During the “Regional Action Plan” stage, regional plans for strengthening the whole statistical systems will be developed. The third stage, or “National Implementation Plans”, includes the development of a National Plan or the enhancement of an existing one, which encompasses all relevant actors, such as data providers,producers and users. Finally, the “Regional Action Plan” phase requires a commitment from the regional commissions to coordinate the work efficiently, providing support and capacity building to the countries, while facilitating horizontal cooperation and avoiding duplication of efforts.A group of ten pilot countries, four from the Asia-Pacific and six from the Latin America and Caribbean regions, will be selected to implement the regional strategy and develop/enhance National Implementation Plans. The pilot countries chosen for the LAC region are Brazil, Colombia, Paraguay, Uruguay, Guatemala and Jamaica.These countries cover the three main geographic and language areas of the region.The pilot countries proposed from the AP region include Cambodia, the Federated States of Micronesia (Federated States of), the Maldives and Nauru. The capacities built in these countries,in addition to those already developed in more advanced nations, will be used in horizontal cooperation activities to assist other non-pilot countries to also develop National Implementation Plans.

To strengthen the production and use of economic and environmental indicators derived from the System of National Accounts 2008 (2008 SNA) and the System of Environmental-Economic Accounts 2012 (SEEA 2012) in the design of public policies with the specific goal of ensuring sustainable development in Latin America Caribbean and Asia-Pacific countries
