Countries with economies in transition in the UNECE region face many common housing challenges, including (1) low standards of energy efficiency in housing; (2) low housing affordability due to a limited provision of social housing and/or subsidy systems; (3) underdeveloped rental markets; (4) lack of expertise of the governments in strategic planning of housing and urban development; and (5) lack of policy coordination between stakeholders at national and subnational levels. As a result of these and other social, environmental, organizational and financial challenges, they experience a growing degradation and deterioration of the housing stock, which results in a limited access of the population to affordable, health and energy-efficient housing.The project will support sustainable housing in four selected countries with economies in transition (Armenia, Republic of Moldova (the), Serbia and Tajikistan) by assisting their national governments in the formulation and implementation of relevant policies and by developing National Action Plans for Sustainable Housing. The national stakeholders of the project are governments, including representatives of housing (key stakeholders), land administration, energy, finance, and environment authorities in the beneficiary countries. Local authorities, private sector and civil society, will be also involved in the project.The main organizations involved in project implementation are UNECE (lead agency) and UN-Habitat (an implementing partner).
