Brief Description

The African Peer Review Mechanism was created in March 2003 for the purpose of improving governance in Africa. It is an instrument to which member States of the African Union voluntarily accede as an African self-assessment mechanism. Despite impressive number of African countries that have acceded over the past decade, the APRM, only 50% of acceded countries have completed the governance assesssments and few countries are currently in the pipeline to be peer-reviewed. Building on the achievements of ECA's previous work on APRM, the purpose of this project to help the acceleration of accession and generalization of the self-assessment in many African countries through sharing good practices, improving peer learning at all level and incorporating the National Plan of Action (NPoA) into the National Development Plan of APRM member States process. The project will enhance the capacity of relevant stakeholders: senior government official, parliamentarians, civil society organizations, Unions, political parties, traditional leaders, and private sector to promote a conductive and inclusive process. To do so, the project will focus on research, policy dialogue, workshops trainings and advisory services in selected African countries, which have specifically requested UNECA technical assistance in all the five stages of the review process. The project draws from ECA's extensive experiences and lessons learned from supporting the mechanism since its inception, in particular using available capacity at the corporate level to provide technical assistance.

Objective and Expected Outcomes

To enhance the capacity of selected APRM countries to conduct effective self -assessment exercises and to integrate the resulting National Plans of Action (NPoAs) into existing national development strategies

Increased knowledge and skills of National Structures and Institutions (National Governing Councils, Training and Research Institutions, Civil Society Organizations, National Focal Points, Civil Servants, Parliamentarians) to conduct sound self-assessment
Expected Outcome 2
Enhanced capacity of National Planning and Finance Departments to incorporate the NPoAs into existing national development plans and strategies (Poverty Reduction Strategy Programmes, Medium Term Expenditure Frameworks, and National Budgets)

Strengthened capacity of National Governing Councils to monitor and report the implementation of NPoAs to the APRM Secretariat
