Brief Description
The project focuses on developing capacity in six least developed countries to formulate and implement sustainable, inclusive and adequate housing, slum upgrading and prevention policies, strategies and programmes. This will be undertaken through the establishment or strengthening of multi-lateral coordinating bodies. The project will also contribute to regional commitments for inclusive, rights-based, gender-responsive and results-based sustainable housing and slum upgrading endorsed by governments.In a context of severe poverty and rapid urbanization, the project will address capacity gaps of key housing stakeholders relating to the contextualization of national housing policies, the integration of housing within the wider slum upgrading and urban development frameworks, the decentralization of resources and decisions for housing delivery, the creation of sustainable housing finance mechanisms; alongside the representation and participation of low-income groups and housing sector actors to policy formulation and programme implementation. The project strategy will be to coordinate national efforts for housing delivery, through the establishment of National Habitat Committees. The latter will include key housing stakeholders such as national housing authorities and Ministries, local authorities, professional associations and practitioners, universities and research institutions, private sector, the civil society and households organized under Community Development Committees. Particular attention will be devoted to vulnerable groups.
