Brief Description
This project will develop the capacity of land practitioners (including state and non-state actors) and national statistical offices to measure tenure security. While tenure security in Africa needs to be addressed at many levels, this project will focus specifically on enabling these stakeholders to more effectively monitor and provide information on different existing forms of tenure at a national and city level, so as to more accurately advise on the land policy. This is a critical component of improving land policy formulation and implementation because the information will enable governments and non-state actors to assess how land policies are being implemented over time. The project will build on an existing indicators framework that focuses on urban land tenure security. It will include workshops and sensitization activities, customized and technical training, knowledge management, knowledge exchange, and experimental learning on using a tenure security framework and related indicators, methodology, tools and guides. The methods of measuring and tracking different forms of tenure will be institutionalized beyond the project by including tenure security related questions in the existing surveys and programmes of regional training institutions. The countries selected for the project will also be part of a feedback mechanism for regional coaching, peer support and learning; hence, they will be part of a wider, joint-capacity development process.
