Brief Description
In the aftermath of disasters and conflicts, affected countries generally experience a sense of urgency and intense political pressure to rapidly reconstruct and achieve development dividends. At the same time, post-crisis countries often lack sufficient expertise and available planning tools that enable them to rapidly develop and “build back” more safely and sustainably. New development activities in such contexts can therefore have negative environmental impacts, which can in turn undermine prospects for long-term growth and may create or exacerbate local vulnerabilities to disasters and other types of shocks. The Project aims to strengthen the capacities of post-conflict and disaster-prone countries to undertake development planning in a timely manner that responds to urgent priorities, while at the same time enhancing environmental sustainability and resilience to disasters. The Project will achieve this by supporting two national governments – Myanmar and Côte d’Ivoire - to gain practical experiences in applying Integrated Strategic Environmental Assessments (ISEAs) in a limited geographical area or sector. The Project builds on previous experience by UNEP and UNDP in applying the ISEA methodology in the Northern Province of Sri Lanka. Lessons from these national processes in Myanmar, Côte d’Ivoire and Sri Lanka will then feed into regional learning and south-south learning exchanges to facilitate awareness-raising and up-take in other countries in Africa and Asia. The ISEA is a nationally-driven process, which produces a development “opportunity” map for guiding public and private investments, within agreed upon environmental sustainability and resilience parameters.

To strengthen the capacity of a number of post-conflict and disaster-prone countries to rapidly initiate development and reconstruction activities without undermining sustainable development and resilience through the use of Integrated Strategic Environmental Assessments (ISEAs)
