Brief Description

Energy resources, if well managed, can support sustained development and equitable growth. However, the inefficient use of natural resources, in particular, energy resources, in the Asia-Pacific region has resulted in significant social, environmental and economic drawbacks that hinder the realization of national and regional sustainable development ambitions. The objective of this project is to strengthen capacities of policymakers in Asia and the Pacific to develop stronger, evidence-based policy and planning for the sustainable use of energy resources and implementation of SDGs, in particular SDG7. The ESCAP Energy Division, in cooperation with its subsidiary bodies, will lead work with target countries to fully assess the information and analytical gaps that impede policymakers in making evidence-based decisions. As part of initial activities, policymakers will be introduced to the information contained within the ESCAP Asia Pacific Energy Portal, which provides a foundation of energy data and policy information. Based on the assessments, a project knowledge platform will be developed under the umbrella of the portal to better meet the informational and analytical requirements of policymakers, who will be supported to access information within the portal and apply new knowledge to their decision-making processes. Knowledge partners and contributors to the platform will include cooperating entities within and outside the UN system, helping to build an increasingly comprehensive knowledge base, and identify needed analytical tools. The platform will incorporate new data and policy information on energy resource reserves, potential, production, distribution and use. Based on policymaker needs, the project will introduce new or improved analytical features such as interactive temporal and spatial data, mapping of resources and distribution, policy tracking, and research and analytical tools. Leveraging the contents of the project knowledge platform, subregional and national seminars, workshops, and trainings will be conducted in collaboration with partners. These will focus on capacity building in accessing and applying new knowledge for policymaking. Through a series of activities, the project will advance the objective of enhanced policymaker knowledge, analytical skills, and decision-making capacity. Ultimately, the project will result in new drafts or revisions of national policies or plans supporting the sustainable use of energy resources.
