Brief Description

Old and new forms of labour informality, linked to the structural heterogeneity of Latin America’s productive structure and emerging types of labour relations based on new technologies, is a hindrance to broadly shared progress regarding the SDGs. Through cooperation in the fields of measurement, analysis and policy advice, this project supports selected Latin American countries to identify policy options to reduce labour informality as a key instrument for “leaving no one behind”. It will work in three areas: the adjustment of labour regulations in order to cover emerging labour relations based on the application of new technologies; the analysis of changes in the composition of the occupational structure and in the demand and supply for skills; and the identification of the probability of labour informality at the sub-national level. The project aims to transfer a set of methodologies to national stakeholders as relevant inputs for policy makers to confront the challenges of informality and to foster decision making in this area through technical assistance and the promotion of dialogue on the national level.

Objective and Expected Outcomes

Objective
Strengthened capacity of selected Latin American and Caribbean countries to design public policies aimed at reducing existing and emerging forms of labour market informality while taking advantage of the potential of new technologies for creation of decent work.
Expected Outcome 1
Improved capacity of policymakers in beneficiary countries to adjust labour market regulations to emerging forms of labour and reduce the risk of higher informality.
Expected Outcome 2
Enhanced technical capacity of selected countries to take advantage of the digital revolution for the creation of decent jobs and confront the threats of job destruction especially through skills development with a gender perspective.
Expected Outcome 3
Strengthened capacity of countries to identify probability labour informality at the sub-national level and design public policies aimed at reducing informality at the sub-national level.
