Brief Description

Connectivity is a vital factor for socioeconomic development, contributing significantly to the movement of people, goods, services, information and capital efficiently across countries. However, landlocked developing countries in Central Asia and North-East Asia face many connectivity-related challenges, such as providing substantial financial resources, border control and regulations, even though they have placed great emphasis on infrastructure development in the energy, transport and ICT sectors. This project strives to assist Kazakhstan, Kyrgyzstan and Mongolia to facilitate the flow of goods, services, knowledge and capital in a cost and time-effective way for the achievement of the 2030 Agenda. The project draws on ICT as infrastructure that can enhance productivity and cost-efficiency in the transport and energy sectors. The multi-sectoral and multidisciplinary strengths of ESCAP as well as its convening power will be leveraged to assess impacts and benefits among communities and vulnerable groups along the corridors, their specific planning, financing requirements and needs for building resilient infrastructure through hazard-mapping and a better understanding of the confluence between infrastructure investments and disaster risk.

Objective and Expected Outcomes

To strengthen capacity of selected developing countries to develop sustainable and inclusive policies and mechanisms for trans-boundary infrastructure connections within the context of 2030 Agenda for Sustainable Development
Expected Outcome 1
Enhanced capacity of policymakers identify challenges and opportunities to integrate social inclusion measures into transboundary infrastructure development projects, including by proposing appropriate strategies, mechanisms, and financing modalities
Expected Outcome 2
Enhanced capacity of policymakers to formulate measures to address disaster risks and vulnerabilities to be explicitly included in trans-boundary infrastructure connectivity strategies
