Brief Description
Land is central to ending poverty and inequality, enhancing access to food security and basic services, and fostering peace and stability. In particular, land tenure security has also been recognized as highly relevant to the achievement of the 2030 Agenda (SDGs), the New Urban Agenda (NUA) and Africa Agenda 2063. As such, a specific indicator has been identified under SDG 1 (indicator 1.4.2) to measure land tenure security through ownership and control over land, along with other indicators on land, services and housing. Better planning and evidence-based policy decisions that promote gender and human rights and ensure no one is left behind as aspired by the 2030 Agenda requires countries to regularly generate and use sex disaggregated data on land tenure security, access to basic services, adequate housing and safe public space among other rights. In line with these efforts, the project aims at strengthening capacity of selected member states in Africa, to produce and utilize reliable, accurate and timely sex-disaggregated land data to make evidence-based policy decisions that leave no one behind while reporting on the SDG land indicators at national, regional and global levels. It is expected that each of the target countries would have to report progress at least once to the global community (Custodian agencies, regional bodies, UNSD, HLPF, etc.) on all the land-related indicators by 2024. At global level, this project will be implemented in close collaboration with the UN Economic Commission for Africa (ECA) and the Food and Agricultural Organization of the UN (FAO). FAO is a custodian agency for indicator 5.a.1 that measures gender equality in access to agricultural land. In each target country, these organizations will work with national statistical organizations, relevant land ministries ministries/departments involved in SDGs monitoring and localization, as well as private sector, academia, and civil society organizations. The project will also strive to link the national statistical systems and other key land stakeholders to the regional and global institutions where knowledge management and transfer is expected to spread to other countries.
Objective and Expected Outcomes
Objective
To enhance capacities of African countries to utilize disaggregated land data for development and implementation of poverty eradication policies that leave no one behind.
Expected Outcome 1
Enhanced technical and institutional capacity of NSOs and land registries in selected countries to produce reliable, timely, and sex disaggregated data.
Expected Outcome 2
Enhanced capacities of key stakeholders including policy makers in target countries to use sex disaggregated land data for evidence-based poverty eradication policies and actions, and report through regional and global spaces including VNRs at the HLPF.
