Brief Description

The project aims at building capacity of selected countries in the area of trade policy formulation, implementation and trade negotiations, so as to help them deliver on their international obligations under bilateral, regional and multilateral trade agreements and reap the trade and development benefits as well as opportunities under such agreements. The project activities and expected outcomes are geared to induce trade policy review and reforms conducive to meaningful and inclusive economic transition and facilitate their positive regional and global integration. In particular, the project will enhance the technical knowledge and skills of trade policy makers through a series of advisory services, training programmes and coaching to enable trade officials and negotiators in the Republic of Iraq and the State of Palestine (the) to prepare for and undertake the accession negotiating processes to the World Trade Organization (WTO) and other Arab regional integration arrangements on trade in goods and services. Furthermore, the project is intended to explore possible linkages in the area of trade policy between the two selected beneficiary countries and to establish regular coordination mechanisms for information and experience sharing between concerned institutions including ministries of trade, Customs authorities and the respective National Trade Facilitation Committees, to foster policy and regulatory cooperation in order to facilitate bilateral trade flows. Finally, the project is designed as a contribution to the peace and nation-building efforts deployed by the concerned countries, using trade and trade policy as means to promote sustainable economic growth, generation of employment and social inclusiveness, thus paving the way for the SDGs’ realization.

Objective and Expected Outcomes

Objective
To strengthen the capacity of the selected conflict and post- conflict Arab countries to adopt and implement trade-related policies and frameworks to foster regional integration and SDGs realization and to mitigate Covid-19 effects on their socio-economic development.
Expected Outcome 1
Enhanced capacity of beneficiary countries to formulate and implement a WTO compliant and SDG oriented trade policy frameworks (TPF).
Expected Outcome 2
Improved skills of trade officials in beneficiary countries to prepare for and negotiate trade agreements in the context of regional trade integration processes and WTO accession.
