Brief Description
The purpose of this project is to improve the capacity of government institutions from the national planning systems of countries in the ECLAC region to develop plans, policies, and strategies for resilient and sustainable post covid-19 recovery at national and subnational levels, in line with the overarching concept behind the Sustainable Development Goals (SGDs). The project specifically addresses the following topics: i) the building of future scenarios through foresight for supporting stronger preparedness strategies to face crises and unexpected events; ii) the design of national and subnational inclusive digital and open government strategies with interoperable information systems for providing especially critical services for crises response and recovery; and iii) the design of development plans, policies, programs, and projects with a territorial justice focus, including gender equality mainstreaming (attending to inequalities between the different provinces, municipalities, urban and rural areas to support a more equal subnational development). The expected outcomes of the project are: OC 1: Strengthened technical capacities of public institutions to mainstream foresight planning in public management systems to face external and internal crises; OC 2: Enhanced collaborative engagements between government authorities and citizens for jointly designing and implementing cross sectoral and multilevel plans and policies for inclusive and sustainable development; and OC 3: Strengthened national and local capacities for designing, implementing, and evaluating inclusive digital government strategies and open government plans based on interoperability of systems and the co-creation of solutions to foster transparent and accountable public institutions. Project results are to be achieved in close collaboration with the UN Resident Coordination System and country teams, key stakeholders such as local and sub-national governments, civil society organizations, academia, the private sector, and regional/multilateral organizations.
